In California, a city permit is required when installing or replacing a water heater. Most water heaters must also be brought up to current city and state building code requirements at the time of installation. Code requirements for water heater installation in Orange County can vary from city to city — most state-level requirements are consistent, but local municipalities may have additional rules. These regulations apply to all water heater types — tank, tankless water heaters, and electric heat pump — and are designed to protect the safety of homeowners, businesses, and the people who live and work in them.
At Payless Water Heaters, every job is completed to full city and state code compliance. Water heaters are all we do, and we know every code requirement inside and out.
California water heater code requirements
- Earthquake straps required on all water heaters
- Shut-off valve within 6 feet of the water heater
- 18″ off garage floor (mechanical room floor installation is acceptable)
- Gas sediment trap and flexible gas line
- Gas shut-off valve prior to the sediment trap
- Flexible water pipes, properly insulated
- Expansion tank installed on the cold water side
- Proper venting — single-wall or double-wall through the roof
- Temperature and pressure (T&P) relief valve with line run to the exterior
Why these water heater codes exist
These requirements are not arbitrary add-ons — they exist to keep your home or business safe in the event of an earthquake, a burner malfunction, or a safety ignition failure. When a permit is pulled, a city inspector visits the site, reviews the installation, and signs off that the job was completed correctly.
California requires all water heaters to have a sealed combustion chamber. This prevents flames from escaping the unit and includes a safety ignition system that automatically shuts the heater off in the event of a malfunction. These safety features have been standard for many years and have significantly improved water heater safety for homeowners and businesses alike.
Energy compliance: Title 24
California’s Title 24 energy compliance standards require newly installed water heaters in new homes and major renovations to meet high-efficiency thresholds. In the Orange County area, Title 24 compliance is in effect and continues to guide equipment selection for new and replacement installs. The most efficient options currently available are gas tankless water heaters — powered by natural gas and widely used in existing California homes — and electric heat pump (hybrid) water heaters, which are very efficient if adequate electrical capacity is available. Note that heat pump units may require a panel upgrade and a new 220/240V circuit. Both tankless and electric heat pump water heaters are currently Title 24 compliant in California.
California’s gas water heater phase-out
The California Air Resources Board (CARB) has adopted regulations that effectively prohibit the manufacture and sale of new gas water heaters statewide by 2030. Some local municipalities may enforce earlier deadlines — as soon as 2026 or 2027 in certain areas.
Many plumbers in the Orange County area believe that existing gas water heaters in homes and businesses should be grandfathered under the new regulations, given the significant cost burden of switching to electric heat pump systems — including the unit cost, potential panel upgrades, and higher ongoing electricity costs compared to a standard gas tank water heater.
Rebates and tax credits
Some rebates and tax credits are available for qualifying water heater upgrades. Gas tankless water heaters may qualify for rebates of up to $1,500 per unit through your local gas utility for first-time recipients. Electric heat pump water heaters have also qualified for rebates of up to $3,100 through state programs, though availability depends on current funding. Rebate programs come and go — check with your local utility for the latest information.
